Huh?... Jerry Brown claims he has to stay nuetral on Marijuana legalization ballot measure

I find it hard to believe the Attorney General can't take a position on a ballot measure.
Brown declined to weigh in on the debate over legalizing marijuana, saying that since he has to write the 100-word title and summary for the ballot measure, he had to keep neutral.
Of course, even if he stays neutral you can expect Jerry Brown to write the title and summary in a way to make weed-smoking Democrats happy.
